That is during the storm. People who stay should very well know that chances are, if they need rescued during a major hurricane, its not going to happen.

The city is doing anything and everything to get people out of the city which is all they can do at this point. At the same time, they cannot force any one to leave.

The superdome should be locked. remember what happened last time?? It was a disaster. Many people came from a nightmare to the superdome only to see that it was another nightmare.

During the storm, people are on their own. In most cases, even if the authorities wanted to help someone, they aren't able to.

Those who stay know that they are on their own. And they cannot blame ANYONE if they don't get rescued when they need it because the local and state governments are doing everything they can to get everyone out of the city.
