On a ship it's called a navigation panel, T-block or console. On a small boat, instrument panel or dash.

Helm is the "Area" where it is located.

Console, dash.  On a tug boat  or  work boat we  refer to the wheel as holding the wheel ....

Depending on the size of the boat the lingo could vary.  Most  areas that house the controls are called the cockpit and if it is a very large vessel a bridge and the wheel may be referred to as the helm but on smaller run-a-about boats usually instrument panel and steering wheel will work.
