What do you consider to be one of the best restaurants in Paris and why?

Just the best food experience. If you think that the expensive provides something special, that is fine. If you feel like some smaller place has a terrific meal that would be memorable that is interesting too. I am looking for a terrific meal without consideration of cost.

It depends on what you mean by "best."

There is "best" when price is of no concern and there is "best" that takes price into account.

Which do you mean?

A meal in a Michelin three star restaurant accompanied by great wine can costs hundreds of euros (even thousands of euros if you get REALLY great wine)

On the other hand there are wonderful little places in Paris where you can have excellant food and decent wine and spend 30-40 euros a person.
