  1. Nothing.  Really, I'm sorry about the 20,000 dead, but that's too bad.

Allowing one government to pour your money into the hand of another government to assist survivors of a disaster is like pouring money down the sewer.  Sending money to Red Cross or United Way is paying the salaries of executives of those organizations before any leftover money is used to help disaster victims.  What do you do?  If you are rich and have the time, go and help rebuild.  If you are not rich, say a prayer and leave it in God's hands.  I am but one simple human, I cannot save the world.  Sometime we have to recognize that disasters may just serve a purpose,  maybe that is why they occur. They are natural events over the course of time on our planet.  Our sense of decency and humanity wants us to save the victims,  but our sense of logic says that we can not always do that.  I did not send money for the hurricane Katrina, but I went to Mississippi later that year and helped clean up and rebuild.  That was what I could do.  My money was better spent. My time and energy were better appreciated, and my sense of humanity better utilitized.

    Yes, giving to relief organizations does help and spending money to aid disaster victims is still a good deed, last time I checked.
