I do the same thing that peace frog does - I stare back and make my eyes bigger at them.  Then they usually get flustered and look away.  I'm trying to teach them not to do that to anyone.

Seriously, I will look at them intensely and then lean in and bug out my eyes. It really freaks people out! I cannot stand when people deliberately stare. It's dissing and I give it back in spades.

Try to ignore it as best as you can...  Either that, or they're staring at you because they like you...  Or maybe they're just trying to psyche you out or something...  But ignore them, and if you know the person who's staring, ask them why...
