For example, the russian woman who owns the world record in the pole vault gets a bonus every time she breaks the world record even though it is her record. she could probably break the record by a foot but chooses to go one centimeter at a time to maximize her earnings. Usain bolt is probably the same way. thats why he didn't run HIS fastest, just fast enough to beat everyone else.

Depends on the tournament, and depends on the world record.  Breaking the world record for jumping on a pogo stick then you'd just get your name on the book.  Break the world record for the 100m sprint at some tournaments in Europe, you can win a $100,000 prize.
