Since this is in the insurance seciton, I am guessing you mean insurance broker.  Insurance is state regulated.  Type the name of your state and "insurance commission" into a search engine and you will likely get links to a site that will specify the requirements.   Usually there is a state mandated training and testing you have to pass, and then you have to be appointed by the companies whose products you wish to represent.

You will need to take a course in the type of insurance you are looking to sell (i.e. health, life, property and casualty) Then after you complete the hours for the course you must pass the school test then the state test, then you will be licensed to sell insurance. You should probably find a General Agency to work through and they can help you with any questions you may have.
