If you click on the point amount under your username it will load a screen that shows what you have to do to get to certain levels and what you are allowed to do once you reach those levels. It is mostly based on points though, to get to the next level. But it will show you what to do to get points and how many points certain things are worth.

Click on your points or level and you will see the chart. Level 2 is 250 and 3 is 1000.
