"Tart" as in 'that woman is a tart' means she's a s**t, so saying "___ is tarty" actually means "___ is S****y"

Tarty is a nicer way of saying 'S****y' or 'S****y'. A tart is someone who is immoral, has no self-value and uses their body as a tool to lure men or to just get attention. They dress very indecently and often behave like total prostitutes. In brief, being called a tart is NOT a compliment.

That was Tim Gunn talking about Miley Cyrus in the People Magazine. He meant that if he didn't know she was fifteen, he would think she's twenty-five because she dresses to old for her age.
