Basically, it's making sure all transactions within the specified accounting period are included, before the Accounts Reports are produced (Balance Sheet, P&L Statement etc).

HI Finalisation of ACcounts requies Peparation of Balance Sheet, P&L A/C with comp[ly of regulatorty requirements,application of AAS, applicable laws & regulations, disclosure requiements. etc. So its not easy to expalin only by words. Its a practical aspect.
