What do you need in order to get your driving permit?

my friend wants to get his permit (he is 19) and wants to know what he needs in order to get it? does he need a parent to go with him as well?

At 19 he is an adult and won't need a parent to sign for him.  As to what else he needs, no idea since you didn't mention a location.
