I would tell them to report it. I've known a few women who have been raped and one didn't want to talk about it at all, one pretended to blow it off, and one was a nervous wreck who never got back to her real self. This ****** should be reported - if he raped his niece, he'll rape anyone. It's hard to prove rape if she didn't get tested for DNA right away, and I imagine it would be painful for any person to go to court and testify, but this a hole needs to be put away.
