Unless you're willing to kick their @$$, there's not much you can do. It's not like you can sue, or report them to the police.

Seriously, if this is a friend, talk to them, maybe they cant afford to pay up, give them a chance at a double of nothing but put the money on the table first.  If you are running a gambling ring and someone mooched on their bet, no longer accept their bets and make sure everyone knows they are dishonest and moochout on bets.
