Actually, you're overlooking one of the most prominent seafaring cultures in history; who were literally called, The Sea Peoples.

To this day, no one knows exactly who they were or where they came from. They first appear in the records of the Egyptians around 2000 B.C. They were an extremely aggressive confederation of pirates and raiders who appeared to dwell almost exclusively on their ships, and for several centuries they were a great naval power in the Mediterranean region, much like the Vikings would be almost three thousand years later.

The Sea Peoples first appeared in Ancient Egypt where they were identified as Sherden, meaning 'mercenary' or 'pirate', and they are mentioned in a text of the period, "...the unruly Sherden whom no one had ever known how to combat, they came boldly sailing in their warships from the midst of the sea, none being able to withstand them."  

Pharoah Ramesses II was, however, finally able to repulse the invaders, capturing some. According to historical records, the Pharoah was later able to incorporate some of them into his army, and use them as a mercenary force against the Hittites. Like the Vikings, the Sea Peoples went where the money was!

Archaeologists have also been able to prove that the Sea Peoples became such a scourge upon the Mediterranean that some communities later removed their entire populations into the mountains to escape the marauding hordes. Fragments of entire cities built into caves and mountain crags have been found which all date to the period when the Sea Peoples controlled the area. Apparently local governments could do nothing to stop them, so the people took matters into their own hands.

Finally, like the Vikings, the Sea Peoples proved to be too adaptable, and merged with the people in whose areas they settled. Perhaps after centuries of oceangoing voyages they simply decided to settle down on land they could call their own.
