What do you think about Haiphong city in VietNam?

My uncle's living there. It's a city near the sea and it's a young city so that the construction is better than the crowded cities (like Hanoi or Ho Chi Minh city). Regardless of employment market or cultural stuffs ... I like to live in a not very crowded city so there will be no traffic jam, pollution ... and I can easily go by car.
