What do you think about Highlite Model Agency and models-net.com?. It is an scam?.?

The agency ask me to go back to get pictures and that is going to cost me $298.00. Then they keep two pictures and they will post this ones in the internet to who ever need models, should contact them, and they will contact me. I find it very strange. I checked and they have permission by the state of MA, Labor Department to operate as an agency. Can you please help me and let me know about them. You has someone else in the internet with tha sama experience.
