If you mean as a attempt to avoid damage from earthquakes this would do no good. Deaths and injuries form earthquakes are the results of buildings and debris falling on people. There are still many natural disasters to be found on "flat surfaces".You can be hit with tornado's, floods, forest fires to name a few.
