Extra hours doing what? To be able to answer your question you need to give us more information.

I am assuming that you are talking about extra hours for a special education student to take on their tests.  I think it is pointless as many special education students just use it to CHEAT.  When they didn't study, they would just take their time on the test and then study that night so they can do really well on the test tomorrow.
