Physically and mentally, they are not ready to have s*x.

I think it's wrong, not because I'm conservative but because I care about them. They can get scarred for life, emotionally or if they become mother/father. Latest studies say that teenagers don't know much about diseases and don't know how to play "safe".

Mostly, teenagers do that just because they want to be popular in school.

They should have it when they feel ready and well educated about safe s*x and also when they are doing it because they have a good reason and I that's not when they are 13/14...

18 years sound good to me.

I can't really speak because I lost my virginity at a young at but not that young.  But can I just tell you that I regret it now.  I have met an amazing person whome I love with all of my heart and wish I could have lost my virginity with him.  And I feel as though I am at a more mature age now(24) than I was then.
