  1. This is a fairly new area of law; rights to subterranean water have not been a hot area of legal practice.  Anyone who relies on a well must be aware that the aquifer capacity is limited, and there can be no guarantee that water will continue to be available.

  2. Anyone that wants to drill a well must have a permit from the Water Management District (at least here in Florida).

The permit would limit the number of gallons you could pump each day/week/month, everyone has a right to water, if they have a permit.

Now the serious problem is a lowering of the water table and if near the coast, salt water intrusion into the aquifer.

An example, I worked at a park in Fernandina FL. on the NE coast. There are three pulp mills that grind trees into paper.  When the workers went on strike the plants were closed and our park had old wells start flowing again and vast areas of the park were flooded for weeks.

One more, here on the SW coast of FL the local community has wells for their homes, during the dry season the golf courses pump so much water for irrigation that the homes lost their water.

Got to find ways to conserve and replenish.

Can you believe some people want to tap the beautiful springs we have and pump the water to big cities.  Springs are part of aquatic systems and removing the water would affect everything downstream.  BTW: Dasini water is from our springs and other sources.  (&Some bottled water is from a regular pipe line.)
