You can never prevent air pollution.  People, cows, and all animals emit gases into the air.  People are not going to give up their cars, back yard grills, i-pods, and computers.

To control air pollution, we need to increase government spending on research to develop controls, educate citizens on how it is people themselves that cause it, and we need to realize that industries only do what the citizens ask them to do.  If citizens did their part, air pollution can be controlled.

The air in the US is some of the best in the world based on our population and the amount of goods and crops we produce for the rest of the world.  We can do better, but start with your own home and friends.  You will find it harder than you think.  We need to punish anyone knowingly violating the law, but we need to come up with better ways to do things, not ban them.
