They're either up for trouble, or they are trying to hide their face because of something that was done to it(botox gone bad, balding, ashamed of pimples, etc). Or they were crying and needed to get something from the store quick, but unlikely. Normal humans don't walk around with hoodies on in stores, unless they are looking for trouble.

Uhh, maybe they feel comfortable with their hood up? Or maybe they feel a little unsocial at the time?

The purpose of hoods wasn't to weed out who is a criminal and who isn't you ignorant people!

I think it's rude. Don't go out in public if you don't want to be seen. And they look like criminals.
