What do you think of the idea of a 2 tier (Graduated) license system?

Laws governing speed were made decades ago. Cars today can stop from 80 mph better than cars made then could stop at 60 mph. I am not saying change the speed limit everwhere. But in certain main highways, have a lane dedicated to a graduated license, like how some lanes are made for car pools.

These lanes can only be occupied by those possessing a graduated license. A license granted after 2 years of full license driving, another test to determine that the driver is in fact capable of driving 20 mph faster. And a test to determine that the car is safe to travel and stop at that speed. This is similar to what Germany has.

Do you think this can be implemented and is it a good idea?

This came up because since 24 hours ago, in Ontario, if you travel 50 km/h faster than the posted limit you will get your car impounded for a week, and a suspended license. Their target are street racers, but so far they're not catching street racers.

  2. Great idea, now they just need to move driving age to 18 yrs.

It seems like a good idea but I really don't see the point.  There's no sense in validating people who drive fast.  The reason speeding is prohibited is because when there is an accident, the damage will be a lot worse.  No one is perfect, and there is bound to be an accident sooner or later even if you only let "good" drivers in.
