It is silly. We should all be payed for not breaking the law if that is the case.

Maybe they should just impose tougher sentencing to deter people from breaking the law in the first place.

I am at a loss to understand the stupidity of this government. What about the decent, honest hard working people who pay taxes, are they going to be paid, I doubt it very much.
