What do you think of this idea: Russia proclaiming itself to be a Monarchy, but refusing to crown anyone?

All authority is one, but making someone Czar is dangerous. The idea of a vacant throne, because no one but God is truly worthy of occupying it, appeals to me. The Prime Minister of Russia would be Russia's most powerful leader...but a first among equals.

The key feature to all Monarchies is to have a Monarch. You can't be a monarchy without a Monarch.

a kingdom purposfully without a king? how assinine. its a horrible idea. The monarch is not only a ruler, but the face of their people. a symbol of a nation. Russia didn't fair so well with a Czar before, but if it was restored as a constitutional monarchy, i think the country may benefit.
