The Chandler City Council delayed awarding a $75,000 contract Thursday to a landscape company that was raided Wednesday on allegations of hiring illegal immigrants.

The council was preparing to rubber-stamp the contract with Artistic Land Management, who already had five contracts with the city totaling $1.4 million this fiscal year, but the city's staff recommended at the council meeting to continue the item until Sept. 25.

Wednesday's raid, in which 29 suspected illegal immigrants were arrested, raised questions for council members.

"The first question that comes to my mind is, will they have the people power to deliver on the contract?" Councilman Bob Caccamo said.

Councilman Matt Orlando said he has the same question, "illegal immigration aside."

Maricopa County sheriff's officers raided two Mesa sites after receiving a tip that the business was knowingly hiring illegal immigrants.

According to a sheriff's office news release, 69 of the 127 employees have discrepancies in their employment documents consistent with identity theft.

Deputies seized personnel files, time cards, employee rosters and work assignments to determine if the company violated the state's employer sanctions law.

The law, which took effect Jan.1, allows a judge to suspend all state licenses of any firm found to have knowingly hired an undocumented worker, and a second violation within three years results in license revocation.

Sheriff Joe Arpaio said much of the work in the investigation is yet to come.

The contract called for Artistic Land Management to provide plants to replace damaged and dead ones on city property such as traffic medians, right-of-ways and subsidized housing complexes. The contract would be for one year with the option to renew for four additional one-year periods.

The company had contracts totaling more than $2 million the previous two years.

Jose Hernandez, the company's owner, did not immediately return a call seeking comment Thursday.

  1. Wonderful. One more step against the employers of illegals and to getting the illegals deported.

    Let the owner pay decent wages and hire citizens to keep the contracts.

    A win for the working American.  


  2. Personally, I think the Sheriff is doing a great job! If they are ILLEGAL, and they are hired ILLEGALLY, then everyone involved needs to pay the price for breaking the law! This is exactly what everybody has avoided all along about this issue!!! We have laws! People are breaking the law!!! Then when they get caught, they scream about their rights under the same law they have been breaking!!! If we choose to ignore the law, so that people can work, then how can we enforce the law when someone hurts, or steals, or frauds someone??? You can't have it both ways people! Either we enforce the law, or we don't!

  3. Politicians have heard the people.  They insist that the raids will continue no matter how loud the opposition is against them.  Now if they'd just start fining, jailing, and suspend businesses and employers licenses, We the People would be getting somewhere.

    To add, it sounds like the people of the community need to elect new city council members who are more concerned with people power (illegals) to fulfill existing or up coming contracts.

The speakers will begin at 6pm, and will continue until the last speaker has finished, about two hours. During this time, there will be an area near the speakers with sign-up sheets - one for a citizens crime watch and one for a Shenandoah-based activist group. There will also be donation cans available for those who want to offer financial assistance to the boys’ families.

  8. In my opinion, its the job of the federal government enforce immigration law. Local law enforcement should assist ICE but not act in place of ICE.  Unfortunately, ICE is severely understaffed.  If the government is wants to enfoce immigration law, they should hire more ICE agents and US Border Patrol Agents.

    I guess if half the people in the company were suspected child molesters it would be OK as long as they had enough people!

    And "Illegal immigration aside"? These people are hiring criminals and bringing them into town. They have no concerns about the health and safety of the people they are supposed to represent!

    I think we need a recall in Chandler. GO JOE!
