I think that it demonstrates that as technology advances more and more, often people don't bother to learn ways to work the pieces of technology manually and therefore get stuck in situations similar to this one when they malfunction, due to laziness, stupidity, or apathy. Reliance on technology, as demonstrated by the article, just gets more and more common every day.

On the other hand, technology is still extremely useful, as the cell phone in the story demonstrates. If she hadn't had the cellphone to call the police and then be able to communicate with them, things would have gotten even more unfortunate.
