What do you think should be done to people that neglect there dogs and abuse them ?

I think they should be put in to a place, like a jail, except they should be treated like they treated their dog. For example, if they hit and scratched their dog every day for 2 minutes and they did that for 2 months, they should get hit and scratched for 2 minutes every day and they have to get that done for 2 months. Then, they should be ban from getting a dog ever again. Then they should have to pay 20,000$.
