Not a whole lot.  Education and discourage underage drinking, make stiff fines and penalties.

I agree with the above answer, Ban it, make it illegal as is drugs.Society should set good example, for youth, in lieu of making it so easy to attain , do the opposite.  Make it attainable only in liquor stores w/strict I.D/'s., and I know they can get around that, but it will at least be more difficult.  Ask MADD, the heartache so many of them have lived with, due to alcohol.

Too many people focus on alcoholic beverages as drink to get drunk, not to enjoy the drink. Hence the reason for all this binge drinking going on.  If people treated the consumption of alcohol as something normal rather than as some "taboo" or a temptation, that would make a lot of difference. Maybe we should do like they do in Europe, and allow a small drink at dinner (watered down wine or beer)...and start teaching people not to drink to excess or imply that it's somehow cool to get drunk, that would make a lot more sense than what people do now.
