In California...

If someone called 911, and wanted to be a victim, the suspect would be charged "Indecent Exposure" (314PC). It's a misdemeanor s*x crime that would get the suspect registered as a s*x offender for the rest of their lives.

Like another poster stated, it's not a behavior a "normal" person would have. It's the behavior of a unstable, very possibly dangerous peron.

The action you describe is not what is done just by your normal pervert. Masturbating/exposing oneself in public to get shock value is the same basic emotion that a rapist has. Power over someone using sexuality.

A large majority of people I used to handle for major s*x crimes had their first arrests for public exposure.

Some legislatures have realized this and upped the classification of indecent exposure to a s*x crime. So in my jurisdiction if you get pinched it is still a misdemeanor but on conviction you have to register as s*x offender for 10 years. Your residence is restricted (can't live near a school) and your picture and address is on the s*x offender web sites.
