And if so, are you suggesting that you know this supposed "ruler of the world," or is this just hypothetical?

But I digress, either way, depending on your resources (in that case if they are above adequate, then success might follow), you'd probably get capped, unless you are quite the charismatic fellow, and persuade millions and millions of people to join your cause, then you might stop "the ruler of the world."

We are talking about an ultimate dictator, not that kind of ruler you measure sh** with, right? The question was kinda vague, but hopefully I was of some help.

best to let someone STRONGER do that ;) or wait for his final bow.

I have someone in my life (kinda sorta) that could ALMOST be deemed "the ruler of the world" God knows they have some mighty power.

I take that power away and pretend they don't exist and get on with my life.

Someone/thing only has the limited power over you that  YOU give them. Limit that power.
