  1. The withholding of work from employees and closing down of a workplace by an employer during a labor dispute. Also called shutout.


  2. Lockout - Plant owner impedes the opportunity of workers to earn any wages by preventing labor from entering factory.  This is a tactic to influence compliance with management policy towards labor.

    The logic is based upon the ability of the owner to survive economic inactivity longer than labor who subsist and survive upon hourly and weekly wages.  Owners have substantially more wealth upon which to draw while production is halted.  Labor wealth is marginal or non existent.  Subsistence and survival is dependent upon the opportunity to earn wages from production.

  3. In labour negotiations, that is when management "locks out" workers from a plant until a contract with the union is agreed to.
