  1. Are you going to "move" to Japan?

If you moved to Japan, you would have "alien registration" which is required for non-Japanese residents.

I think you have to submit your license and the alien registration card if you want to buy a car.

But many cars?  In Japan, you need to have "garage certificate" to own a car. That is to prove that you have "space" to park your car by your house. If you want to have 5 cars for example, you must have garage certificate for 5 cars. If you live in cities like Tokyo, it's difficult to have space to park 5 cars.

  2. To buy and own a car in Japan requires the following documentation.

Proof of legal parking space - There is a form that the local police box and the land owner of your parking space will sign verifying that you are renting a parking space.  The parking space must be a legally registered parking space at the city hall.

Proof of legal residence in Japan, your gaijin registration card will be exactly what they are looking for.

The car dealerships can sell you the car insurance with the car.

In your case it sounds like you want to buy several cars and export them to another country.  That is a whole different business venture.  You will need a broker and export assistance.
