  1. Of course he needs a passport, and a Canadian visa too!

  2. Does he need a passport? Yes, of course he would. Why would he think otherwise? To get into Canada legally, he would need a passport and a work or study visa. I really hope he isn't labouring under the misapprehension that, as a Mexican, he can just waltz into Canada. We have had a spate of Mexican citizens recently who were conned into believing that Canada and Mexico had some sort of free immigration policy or something like that. Those unfortunate Mexicans were turned back at the border and informed that they would not be able to enter Canada without a proper visa.

Please note that immigrating to Canada is a very difficult and time consuming venture. If your friend has post-secondary education in a profession that Canada needs, then he will have a better chance (though not a guaranteed one) of making it here. If he only has something like grade 6 education then he will not qualify to immigrate here.

I would advise your friend to look at http://www.cic.gc.ca and to VERY CAREFULLY read through the WHOLE website.
