In digital clocks, 11:11 means 11 o' clock with 11 minutes. Same as in the computer screen at the task bar. Digital clocks and computers' taskbar clock same prefers 11:11 as time.

But I'm not quite sure what 11:11 in receipts mean. 11:11 in receipts mean 10 is to 10. A ratio. I'm 95% sure of that.

It doesn't mean anything.  It's called the confirmation effect - you remember when you see it, and forget when you don't.  You see hundreds, even thousands of numbers every day.  If you wrote every one of them down, you'd realize that there's nothing special about 11:11 - you just remember that one, but there's no special significance to it.
