To endorse something is to agree with and encourage it. So to endorse a belief means to agree and encourage a belief in the occult.

That would mean to say that it's OK to believe in the occult, or, at least, to not refute that belief.  For instance, if a priest knows that a parishioner is dabbling with Tarot cards or a Ouija board, and he makes no objection, he has, by default of doing nothing.
