  1. Cell phones have the ability to be tracked by GPS, so there is a setting on some phones that allow you to toggle between being tracked when you  call 911 only or being tracked during all calls. The police and other emergency responders need to be able to pinpoint the location of a cell phone in order to find you if you call 911. This feature cannot be turned off. All new cell phones have this. However, you can turn on and off the ability of your phone to be tracked on non-911 calls. This feature is found somewhere in the settings menus of your phone. Most likely, the 911 only message you see is because your phone is set to 911 only.  


  2. Most cellphones display "Attempting emergency call" or "Emergency Mode" whenever 9-1-1 is dialed. Sometimes it says "Emergency. On my Cell Phone, When I Dial 911 It says Emergency
