This was the name of the a Black Diamond brand belay device - it stands for Air Traffic Controller which was a clever way of saying it would stop a flying climber in a fall.

I agree with TahoeT.... doing an online search for Black Diamond ATC will provide several retailers that refer to it as the "Air Traffic Controller".

Most climbers refer to most similar belay devices that work the same way as an ATC no matter the manufacturer or model. It is like saying "Kleenex" for facial tissue or "Xerox" for a copy machine.
