There so many things wrong with this picture it's hard to even answer your question. Can you provide a link to the site where you found this?

"C2" is not a guitar chord; "C7" is a legitimate chord; and/but neither named chord has anything to do with what is indicated in the tab below it. I have my suspicions as to where this came from though... see:
