What does Central Registry mean?

Question

My husband had Guardinship of our grandchildren and while they were in our care the parents were watching them and they had a fight after drinking.She got arrested and they took the kids away from us. Even though the guardinship paper said the parents could see the children without supervision and as agreeded with both parties.We had no way of knowing they were going to drink or fight but now they sent a letter saying my husband is on the Central Registry. We want our grandchildren back but don't know how to fight them to do this? Does any one have any idea how to do this before it is to late and they take them for good??????????????? Help!!!!!!!!!!
