"Direct diplomacy" (if that's what you meant) means meeting directly with other governments to discuss issues of concerns.  Failing to deal directly with even hostile nations is generally an ineffective way of resolving differences between nations--as the U.S. has done with, for example, North Korea, Iran, Cuba.

  3. I think you mean direct *diplomacy*.

    Direct diplomacy happens when two countries recognize each other diplomatically and engage in negotiations directly between the two parties. (Example: US and Colombia negotiating CAFTA directly.)

    Indirect diplomacy has to occur and is done through intermediaries when two countries don't have diplomatic relations. (Example: US and Iran negotiating through intermediaries.)
