What does Doctrina Vin Promovet stand for?

It is the motto for the RMC Duntroon Australia and I can't find the proper definition for it... any help appreciated.

  3. "The motto “Doctrina Vim Promovet Insitam” in English means, “Learning promotes (One's) natural (innate) talent”.

    That is the full quote. Duntroon got it from the University of Madras:

    "The description of the Coat of Arms of the University of Madras as designed in 1857 and now being followed is as follows:

    "Argent (silver or white) on a Mount issuant from the basement a Tiger (yada yada) between two Elephants heads couped of the field, (yada yada) together with this motto Doctrina Vim Promovet Insitam.

    "The English translation of the motto of the University of Madras is: "Learning promotes (one’s) natural (innate) talent."

    But considering the U of Madras was British built, and how Duntroon was built--- "The initial Commandant of the College was Brigadier General William Throsby Bridges[ ]. Under his recommendations the College was modeled on aspects from the Royal Military College of Canada and the military Colleges of Britain, and the United States of America," it is no wonder the colleges have similar mottos.
