What does GS13 step 10 mean? and what is PCAP?

i believe it relates to a pay scale. but how does it relate your job? can you go higher than GS13 step 10? What is PCAP or is it DCAP?

General Schedule is the federal gov's most widely used payscale.  Each grade of the 15 grades has 10 steps, the 10th is the final step.  Depending on the city you live in the pay is different, you can see current charts at:

GS-13 is towards the top, a lower management level tier.

ICTAP may be what you mean, it's a federal employee who's losing or about to lose their job who gets priority for federal job openings.
