  1. Not quite.  He cautions against engaging in it directly.  The Prince must have another do it for him, then punish his proxy for being too heavy handed.

Niccolò Machiavelli encouraged hubris/arrogance in political leaders with his writings (The Prince) and said the key to power was absolute control and tyranny over a country's people, seen or unseen. To garner this control, one must be ruthless, arrogant, and do everything for one's self and never bow down to others. Self over all others. That's my take on it.
