It means you are getting some type medical procedure done without getting admitted to the hospital. Here would be an example. "John had minor surgery on his leg - they did it as an outpatient treatment at the Clinic".

It just means you did not have to be admitted and stay overnight in a hospital or facility.

A patient who is not admitted in the hospital for the treatment. A patient who visits the hospital, consults a doctor and leaves the hospital in a single day.
