Promo is sometimes used in resturants as a way to pay for your bill. Sometimes services are done in a "promo" fashion which means, done free or with a discount. Sometimes resturants and/or department stores with run promotions and you can find some great deals in these situations.

If a manager of a resturant offers to promo your ticket he is probably offering to either discount it or do a "no charge" for your ticket.
