At about 1:00 into the video is when he says it.

Why do politicians always randomly include this like a signal or code--just like when they flash their hand signals? It discouraging when "foreign leaders" seem to be part of the same crowd? Saakashvili also says that Georgia will stand firm even though Russia may bomb them, etc. But isn't that easy for him to say because they're only targeting civilians? Russia has no problem with assassinating and poisoning people for political reasons, so why doesn't Saakashvili have to worry and can be out in the media and out in the open? Wouldn't he be in some top secret location as a precaution if he was really at war with Russia?
