It gives the same interpretation as having Pisces on the 2nd house cusp or Neptune in the second, or having Pisces on the 7th house cusp or Neptune there.  You can get those interpretations from any reliable website rather than have me type it all up.  It's delineation thru correlation.  Basically, Venus in the 12th will have much the same traits as Neptune in the 2nd.  Or have much the same traits as having Neptune in the 7th or Pisces there with some slight modification according to aspects, but the traits will generally be the same.
