it means a file with about 200 links to sites like:

http://www.wholesaledistributorsnet.com/

http://www.wholesalelist101.com/

etc etc for people that don't know how to search google or perhaps they get taken in by the sweet talking selling page and its hypnotic flashing banners saying " buy now!"   " buy now!"   " buy now!"

It usually means they are auctioning off a LIST of wholesalers names addresses and phone numbers.

Wholesalers are people who sell large numbers of an item at lower than retail prices so that their buyers can resell the items for a profit.  Many require a larger than personal use purchase. For example, they might be selling electric generators. Most people would not require more than one or two of these. They might have a minimum order quantity of 10 generators to get the wholesale price, or if you buy 30 or more you would get an even lower price.

They are not selling the item described in the title of the auction but a list of where you can buy it from at a low price.
