What does a Rush Hour ticket mean?

i got a ticket today and it says the violation i committed was "Rush Hour". what is that?

This happen to me in the City of Los Angeles; apparently there are signs and on the meters there is suppose to be a notice stating that around four p.m. in the afternoon that is the start of traffic "Rush Hour", and the parking lane become a drive through lane.
